Successor Agency
The County of San Bernardino Successor Agency is strategically disposing of former redevelopment agencies’ assets and partnering with potential investors to develop the former redevelopment sites.

Pursuant to Health and Safety Code section 34191.5, within six months after receiving a Finding of Completion from the Department of Finance, the Successor Agency was required to submit for approval to their respective Oversight Boards and the Department of Finance a Long-Range Property Management Plan (LRPMP) that addressed the disposition and use of the real properties of the former redevelopment agency. If the Department of Finance hadn’t approved an LRPMP by January 1, 2016, then the Successor Agency must dispose of their property pursuant to 34177 (e).
Pursuant to Heath and Safety Code (HSC) Section 34179(j), the San Bernardino Countywide Oversight Board (CWOB) is effective on July 1, 2018 and has replaced the twenty-six oversight boards previously created by successor agencies in San Bernardino County. The CWOB consists of seven (7) members that serve at the pleasure of the appointing authority and will oversee and approve the wind down actions of the successor agencies for former redevelopment agencies. The CWOB has a fiduciary responsibility to the holders of enforceable obligations and the taxing entities that benefit from distributions of property tax and other revenues pursuant to HSC Section 34188. The CWOB will cease to exist when all successor agencies subject to its oversight have been formally dissolved pursuant to HSC Section 34187.
