Community Development and Housing invests in communities throughout San Bernardino County to revitalize neighborhoods and enhance the quality of life of residents. This is accomplished through the intentional design and provision of affordable housing which serves as a stimulus for neighborhood renewal, diversity and investment of private capital.
Home Ownership Resources
The County of San Bernardino currently does not administer a homeowner rehabilitation/home repair program; however, there are various cities and agencies within the County that may be able to assist you. Down Payment Assistance Directory
The Community Development & Housing Agency for San Bernardino County no longer offers down payment assistance. However, there are agencies who may be of assistance. Please see the Down Payment Assistance Directory for a list of resources. If you are interested in an agency on the list, please contact them directly.
Neighborhood Partnership Housing Services (NPHS)
NPHS offers a multitude of services to homebuyers and homeowners, including financial education and affordable housing opportunities. Homebuyer resources include homes for sale, realty services, down payment assistance, and certificates for completion of Homebuyer Education classes which fulfills the HUD education requirements for certain loan and assistance programs. Additional homeowner resources include information to assist homeowners in selling, keeping, and improving their home as well as reverse mortgage counseling. Homestrong USA

California Housing Finance Agency (CalHFA)

If you are in the process of purchasing a home, you have rights that are protected under fair housing laws. Fair housing laws are federal mandates that ensure everyone is treated fairly during the homebuying process; they ensure persons are not subjected to discriminatory practices based upon age, race, religion, gender, and sources of income, ancestry, sexual orientation, marital status, familial status or other characteristics.
Inland Fair Housing and Mediation Board (IFHMB) is dedicated to ensuring your fair housing rights remain intact by providing information, investigation, education, and assistance with housing discrimination complaints /concerns FREE of charge to individuals and entities within their designated service areas. Housing Rental Resources
As part of its mission and dedication to providing safe, decent and affordable housing, the County, through the Community Development and Housing Department, invests in the creation of affordable units throughout the County. The County maintains affordable housing project lists as well as an interactive project map. The project lists can be viewed here: Senior Housing Project List or Family Housing Project List. Each affordable housing project is independently-owned and managed. For information on unit availability and how to apply for residency, please contact the property management directly for each project.
HUD provides additional resources to search for affordable housing that is privately owned and subsidized.
The County of San Bernardino’s Section 8 program, also known as Housing Choice Voucher program, is administered by the Housing Authority of the County of San Bernardino (HACSB) which helps qualified, applicants with long-term rental assistance.
